If the set is built 1 metre or so off the ground, it enables the DP to use "street light" shining upwards to give the impression of being on a high floor.
These lights can be placed close together; in this case a green, amber and yellow filter was used. Further example below.

Look at the ceiling in a NY apartment and you will have a good demo of this effect for free! I first used this technique for The Grifters (1989).
